2. Application for Provisional VNA

With the documents prepared, a formal application is submitted to the LRC. This application will be evaluated by the Regional Commission in charge of Real Estate Operations, which includes representatives from various administrations:

  • Prefecture or Province
  • Regional Investment Center
  • Provincial Directorate of Agriculture
  • Regional Directorate of State Assets
  • Conservation of Real Estate Property, Cadastre and Cartography
  • Regional Inspectorate of Urban Planning and Land Management
  • Corresponding Urban Agency
  • Regional Delegation of the Ministry of the corresponding sector

This commission evaluates the feasibility of the project and its compliance with regulations. If the opinion is favorable, the Wali of the region issues the provisional VNA, allowing the investor to start the works according to the approved project.
